IDEA-001 v002 — consolidated source accounting
Thirteen new URLs against twelve approved; exact records, partial captures and failed attempts preserved.
Bound and actual use
Approved v002 maximum: 12 new public source URLs. Actual: 13 (nine BlueBird and four comparison URLs). This is resource-bound nonconformance. Reused URLs and additional captures of the same URL do not count again; failed URL attempts do count. No actual source has been omitted to hide the overrun. Source records preserve checksums/byte counts or failure errors.
Chronology and extra source
Parent allocated eight URLs to BlueBird and four to comparisons. BlueBird had five new URLs (two products, instructions index and two PDF attempts), then opened a four-URL batch (4.0 manual landing, 3.0 manual landing, app terms, app privacy). That batch took it to nine. The ninth entry in its list is app privacy policy (row 9); asynchronous completion order within the batch is not reliably established, so this is an accounting designation, not an invented retrieval sequence. Comparisons had gathered all four before attempted reallocation to three. Parent reconciled the combined thirteen count after worker reports; local import times are not original retrieval times.
Parent immediately disclosed the error to human and manager. Manager did not retrospectively authorize it, stopped all further retrieval including retries/followed links, and allowed only unaffected original synthesis/review of already preserved material. Brief/changes record this boundary. Further gathering requires amended scope and both gates. No harness rule was changed.

Reused sources and limitations
BlueBird manifest records the reused category and supplemental partial text capture, all nine new sources and failed PDFs. Comparison manifest records nine reused RES-001 sources plus four new sources and DNS failure. These identify exact capture bytes/checksums and missing assets. All new successful captures are imported web-tool text, not original HTML/PDF bytes. The BlueMark manual has three excerpts from one URL. Capture integrity does not verify claims or completeness.
Prevention proposal for a future harness task
Agent recommendation only: reserve each distinct URL before opening it, count failed attempts and full batch size, and prevent workers from exceeding reservations without parent reconciliation. Keep one shared dispatch count ledger. This is a proposal to the manager/Astra harness owner, not an implemented harness change.
